As the new 2050 target, now enshrined in law, is to reduce emissions to net zero, it is important to distinguish between gross zero and net zero. Objections to nuclear power can be seen as an antecedent to the current debate around GGR. A gross emissions target reduces all emissions, in all sectors, uniformly to zero.
