Alongside a big boost in its energy efficiency efforts, TEP says the plan would allow it to avoid building any new natural gas plants. That target will make use of the roughly 25 percent of its capacity provided by the Palo Verde nuclear power plant, as well as 45 percent renewable energy, largely solar power.

Xcel expects regulators to approve this plan, which also includes coal-closure commitments and extending its nuclear power plant operations through at least 2040, by the end of this year. One option could be green hydrogen , generated from zero-carbon electricity via electrolysis, that could be stored for use to power turbines.

California regulators have allowed utilities to replace capacity from the closed San Onofre nuclear power plant with new gas-fired peaker plants, though they also required Southern California Edison and San Diego Gas & Electric to seek out batteries, energy efficiency and demand response to meet part of the shortfall.
