Solar power is the "new king" of global electricity markets, with the International Energy Agency calling it the cheapest form of electricity in history in its annual centerpiece World Energy Outlook report. Just a decade ago, in its 2010 Outlook , the IEA called coal “the backbone of the global electricity system.”

Between 2010 and 2019, electricity generation from renewable energy sources (RES) in the 11 central EU member states grew at a slower rate than in Western Europe (4% vs. 6% average annual growth). On the scale of the whole continent, the average growth of green electricity production from 2010-2019 amounted to 40%.

However, leaders on both sides of the border said much the same in the run-up to 2010, when Cascadia set pathbreaking goals to slash climate-altering pollution. The region’s power grid — part of a larger Western grid — is too weak and fractured to reliably integrate the massive increase in renewable energy needed to decarbonize.
