Texas repeatedly failed to protect its power grid against extreme weather

Lawmakers have called on officials with the PUC and the Electric Reliability Council of Texas, which operates the power grid that spans most of the state, to testify at hearings later this week. Another federal report released three years later made similar recommendations with few results. State officials are again promising reforms.
