Emissions may have fallen rapidly, but they are on course to rebound just as quickly to pre-pandemic levels as carbon-intensive transport use ramps up again, the CCC warns.

But that certainly hasn't silenced the doubters, and last month Chris Stark, CEO of the CCC, warned of the dangers posed by the lack of clarity and leadership from the Treasury on the issue. The underlying analysis is not new, as it is based on work by the CCC and the Bank of England, and as the OBR admits there are inherent uncertainties.
