When Jones Tract, a delta island, flooded in 2004, the damage cost $90 million to fix. California does have a relatively new program, called the Healthy Soils Initiative, whereby state money goes to farmers who implement practices thought to benefit soil health. Nor is the flooding of delta islands unprecedented.
