“Our hydrologic cycle is going to get more unpredictable,” says Rafael Villegas, program manager of Operation NEXT at the Los Angeles Department of Water and Power, which has been recycling water since the 1970s for non-potable reuse. Currently in California, about 10 percent of wastewater in municipal and industrial usage is recycled.
