Türkiye's MENR has prepared the “Draft Regulation on the Technical Evaluation of Electricity Generation Applications Based on Geothermal Energy” and opened it to public opinion.

The Ministry of Energy and Natural Resources (MENR) has prepared the “Draft Regulation on the Technical Evaluation of Electricity Generation Applications Based on Geothermal Energy” and opened it for public comments. The draft regulation will be open until September 8, 2023.

The phrase “Improved geothermal system” has been added to the definitions section of the regulation. This refers to geothermal systems that contain heat but may not have sufficient porosity and permeability and may not contain in-situ geothermal fluids in the subsurface structures. Thus, fluids from external environments are introduced into the system.

According to Article 4 of the draft regulation titled Technical Evaluation of Applications:

  • EMRA for associate license or generation license applications in GPP installations, and applications within the scope of Unlicensed Electricity Generation Regulation will be checked by the relevant network operator and sent to the General Directorate of Energy Affairs for technical evaluation.
  • The GPP installed power (MWe), which is planned to be established in the evaluation to be made at the General Directorate, will not be more than 45% of the total thermal power (MWt) approved by the MTA.
  • The projected annual electricity generation amount (kWh/year) of the power plant will not be less than 70% of the generation amount that can be obtained with 100% capacity from the installed power of the power plant.

The Geothermal Resource Conservation Area Survey Report, which should be submitted within the scope of Annex-1 of the Regulation, will be prepared by institutions such as universities, TUBITAK, research institutes, accredited institutions, in the content announced on the official website of MTA, and will be submitted to MTA for evaluation or made by MTA. .

Other issues related to the technical evaluation of the applications, if deemed necessary, will be determined by the procedures and principles prepared by the General Directorate and announced on the official website of the Ministry.
