Policies: State and Government

Democracy is guided by an important characteristic. State and government policies.

The State should come up with strategies that must be followed to achieve and maintain a good condition for the entire population.

The Government's must be the "operational plan" to make State policy happen.

In Brazil, as we do not have - in fact - independence between the Executive and Legislative Powers, so these policies are not well characterized and implemented. Of course, on paper, everything is perfect!

The Executive and the Legislative are mixed in Brazil. An emblematic example is the Rapporteur's (secret) Amendment. An unethical and immoral way of doing things. It only happens because the Legislative and Executive operate in a true collusion.

Government enters, government leaves and the situation is always the same. In the electricity sector, the "tortoises" as they are known (sweet heart deals)- for decades on end - illustrate this vicious complicity very well.

When will we become aware that CHANGE is necessary?
