What scenario should you "bet" on? There are two justifiable extremes.

One believing the minister of mines and energy, who stated that the "electricity bill should decrease by 20%". See publication on Canal Energia.

Another assuming that prices will climb pulled by widespread inflation.

And what is the importance of this "dilemma"?

In the minister's scenario, distributed generation and energy efficiency projects will be less attractive because the cost of energy saved will be lower.

In the scenario of generalized inflation, these same projects will have sexier attractiveness.

It's quite a challenge! It will be worthwhile to delve deeper into this subject so that good quality decisions are made.
