Are power hierarchies inevitable in human society?

Often people give way because they can’t be bothered to fight – the issue isn’t important enough to them. What I’m questioning is hierarchy in which there are official positions, one above the other, and where people in higher tiers can force people in lower tiers to do what they want. It’s not Tom Brown’s Schooldays any more.
