The European Union, under its Connecting Europe Facility (CEF) for Transport Programme, has introduced the Alternative Fuels Infrastructure Facility (AFIF), earmarking €1 billion to enhance the deployment of alternative fuel supply infrastructure. This initiative aligns with the Trans-European Network of Transport (TEN-T), focusing on accelerating the adoption of green transport solutions across the EU.
Phase Two of AFIF: Expanding Green Infrastructure (2024-2025)
The second phase of AFIF aims to fulfill the objectives of the new Regulation for the deployment of alternative fuels infrastructure (AFIR), which includes expanding publicly accessible electric recharging and hydrogen refuelling stations. It also aligns with the ReFuelEU aviation and FuelEU maritime Regulations, indicating a broad scope that covers road, maritime, inland waterway, and air transport.
Eligible Projects for Funding
The call invites proposals for a wide range of projects, including:
- High power electricity recharging stations and hydrogen refuelling stations for vehicles.
- Megawatt recharging stations for Heavy Duty Vehicles.
- Electricity and hydrogen supply facilities at airports.
- Electricity supply, ammonia, and methanol bunkering facilities at ports.
Eligibility extends to mature investment projects that have secured financial backing from either an Implementing Partner or an EU-based public or private financial institution.
Application Process and Deadlines
Interested parties are required to submit their proposals electronically via the Funding & Tenders Portal Electronic Submission System by one of the three deadlines:
- 24 September 2024 at 17.00 (CET)
- 11 June 2025 at 17.00 (CET)
- 17 December 2025 at 17.00 (CET)
Grant Awards and Evaluation
Proposals will undergo evaluation by the European Commission and the European Climate, Infrastructure and Environment Executive Agency (CINEA), with applicants receiving feedback approximately four months post-deadline. Grant agreements will be concluded within nine months of submission.
Background and Impact
The CEF Transport programme has been a cornerstone EU funding mechanism, supporting over 1,450 projects with €36.3 billion since 2014. The first phase of AFIF, running from 2021 to 2024, backed 131 projects with over €1.3 billion in EU funds. This continued investment underscores the EU’s commitment to developing sustainable, high-performing transport networks across its member states.
