Upcoming workshops, rulemakings, and other dates

The Washington Utilities and Transportation Commission (UTC or commission) invites the public to participate in its work to implement Washington’s clean energy legislation.  

The 2019 Clean Energy Transformation Act (CETA) requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.  

In the 2021-23 Omnibus Operating Appropriations Act, the commission received funding to “examine feasible and practical pathways for investor-owned electric and natural gas utilities to contribute their share to greenhouse gas emissions reductions as described in RCW 70A.45.020 [state law].” 

The commission is conducting numerous rulemakings, workgroups, and other proceedings to implement in support of these bills and other recently enacted energy legislation.

May 6 Comments due on PacifiCorp’s Clean Energy Implementation Plan Docket UE-210829 On Jan. 7, the commission filed a notice for comment on PacifiCorp’s 2021 Clean Energy Implementation Plan. Interested persons should file comments by May 6. 
May 9 at 10:30 a.m.Prehearing conference on May 9 for PSE’s Clean Energy Implementation PlanDocket UE-210795On April 19, the commission issued a notice of prehearing conference on Puget Sound Energy’s Clean Energy Implementation Plan to consider requests for intervention, resolve scheduling matters, and identify issues in the proceeding. 
 May 10 at 10:30 a.m.  Workshop on developing a UTC jurisdictional specific cost-effectiveness test for distributed energy resources Docket UE-210804 On April 6, the commission filed a notice of virtual workshop number one for the staff investigation developing a UTC jurisdictional specific cost-effectiveness test for distributed energy resources incorporating CETA policies. 
June 13 at 5 p.m.Performance Based Rate Making – Oppurtunity to file written comments due by 5 p.m. on Monday, June 13, 2022.Filing U-210590On May 2, the commission issued a notice of opportunity to file written comments seeking stakeholder feedback related to metric regulatory goals, desired outcomes, and design principles. File written comments by 5 p.m., Monday, June 13, 2022.
