Comment opportunity on thermal renewable energy credit (T-RECs) draft language

Commerce is now accepting comments on draft rule language for T-RECs. T-RECs represent the use of biomass energy for a secondary (non-power generation) purpose in a combined heat and power facility. These are an alternative compliance option under CETA’s Greenhouse Gas Neutral standard (RCW 19.405.040). The draft rules were discussed at a stakeholder workshop on March 27, and materials from the meeting are available on the CETA rulemaking webpage. Please submit your comments to ceta@commerce.wa.gov by April 10.

On April 20, Commerce will host a virtual-only workshop to discuss the draft rules and stakeholder comments. Details will be provided before the workshop.

Small utility reporting and planning virtual-only workshop

Commerce is holding a virtual-only workshop on April 6 to discuss reporting and planning for small utilities under CETA. This workshop will focus on requirements for utilities that have fewer than 25,000 customers and utilities that are not required to prepare an integrated resource plan under RCW 19.280.030(1). The agenda and access information for this workshop are posted on the CETA rulemaking webpage, and presentation materials for this workshop will be posted there on April 1.

Emissions reporting draft language virtual-only workshop

Commerce will be hosting a virtual-only emissions reporting draft language workshop on April 28. Draft language and meeting details will be posted in advance of the meeting.
